Nonsense, ATAPI (AT Attachment with Packet Interface) didn't exist
until the 4th revision of the ATA standard.

Not even close to any the parallel SCSI standards..
ATAPI is simply putting all the functionality of a WD-1003 controller on

The controller in the AT was a WD-1003.

You are confusing ATA and ATAPI. ATA is the 16 bit bus. It's also a
reference to devices on that bus that don't implement the ATAPI (ATA with
Packet Interface)(Look at the upper case letters there, it's not accidental)
command set. The Packet command set is a limited implementation of SCSI.
The command set for an ATAPI CD is defined by the T10 MMC, the command set
for ATAPI tapes is defined by SSC, etc.
