How to get rid of the white specks ?

When I scan photos, I get white specks. I think it's due to dust but
no matter how I clean the glass, the specks just move around but remain
on the glass. What is the best way to remove the specks ? Thanks.

Maybe it is not the glass, maybe it is dust on the photos.
Brush Glass and photos with a camel hair brush or a special Anti-Static
brush.
Blowing with air helps also.
