I'm trying to find a flatbed scanner that can scan at least 12.5 inches
at a time, as opposed to the normal 11.7. I know such things exist
even outside of the expensive industrial $3000 ones, but they are hard
to find. Microtek has one that I might get for around $400 but now I'm
trying to find more to shop around a bit. Any suggestions?

Did you try Ebay?

There were some A3 size scanners for a good price.
