I found a BJC-4200 in a pile of as-is
equipment last Saturday. It does have
dust on it. Is it worth investing
in some cartridges to see if it works?

John
If it has been sitting there for several months then it is probably not
worthwhile, the head may well be beyond hope by now.

This sucker takes those thimble sized cartridges... not the most cost
effective in the line... but if it has a the head in it, as in the
BC-21e printhead that takes these thimble sized cartridges the black
ink is only $9.00 ($25ish for the color tank). If the $9.00 unit works
then victory you have a cheepo printer. If not then you can do one of
three things

1. Clean the printhead

Check out http://www.nifty-stuff.com/forum/ for advice in this area.

2. Buy another printer head

The BC-21e [thimble sized color and black printhead] with ink-tanks
runs $50ish at local shops, about the same price as newer printers that
may be equaly as cost effective to run or more likely less so. However
this class of canon took the BC-20 huge black cartridge that comes with
it's own printhead. It costs a pretty penny, like $35 at office depot,
but is rated at 900 pages. This isn't stellar but it's nothing to
snease at esp from a free printer.

I have to stress that there are newer models that can be had for the
same or similar price as just the printhead assembly for this printer.
But this is personal choice.

THIS IS RIDICULOUS. THIS ADVICE IS PRESUMING YOU ARE NOT WORTH ANYTHING
AND YOU TIME IS EVEN WORTH LESS. LOW GRADE BRAND NEW PRINTERS ARE DIRT
CHEAP. LIKE I SAID DO NOT WASTE YOUR TIME.

Additional:

I should add these examples

http://www.amazon.com/gp/product/B000A2BJ1W/104-4656595-0579939?v=glance&n=172282&n=507846&s=electronics&v=glance
http://froogle.google.com/froogle_cluster?q=ip1500&pid=1970634143473684722&oid=2050371907400057885&btnG=Search+Froogle&scoring=p

The new ip1600 is not as spiffy as the old versions as they don't use
ink tanks, but rather cartridges with attached heads. Oddly enough it
looks so so in terms of cost per page for black, not stellar but i've
seen worse.

The old ip1500 is the last printer that took a similar thimble sized
cartridge... which are not a very cost effective means of buying
printer ink.

Both these printers are in the $50 range.

The new ip1600 is not as spiffy

IT IS OVERPRICED TRASH THAT IS NOT EVEN GOOD FOR A 5 YEAR OLD

If you can get some cheap clones you can either afford to lose, try.
They use BCI21 ink, which is the same cart as the BCI24, if you have any of
those.
