I hate these cards with their loud fans, can anyone recommend the best
card (ATI or Nvidia) in the $130 to $180 range that just has a
heatsink and no fans?

In the ATI line, look at the Sapphire x800GTO Ultimate. One of the

highest speed/$ ratio cards around, and fanless to boot.
