At same bitrate, what is the file size difference? Sound quality
difference? 128 vs. 196 bitrate...notable sound quality difference?

At the same bitrate for the same original, the files are essentially the

same size. That's what bitrate means - resulting bits per second.
Multiply by the same number of seconds and the two products are equal.

The loss of sound quality in each case depends on your sensitivity, your
original material and your criteria. In short, perceptual encoding
depends on the perceiver; there is no generalization of goodness.

The sound at 196 Kbps will have less loss and fewer noticeable artifacts
than at 128. How much less, how many fewer and whether they are
significant to you with either compressor only you can determine.
