I was at an office supply store a few days ago and every printer sold
was without any cartridges included. That seems to be their modus
operandi for deeply discounted pricing. I'm sure the printer makers
would not care so much because they know people need to buy those ink
cartridges, and that's where the real money is made, and still very few
will know about refilling or consider skipping the color cartridge.

I would think the manufacturer would have a problem with that if the printer
was sold as new-in-the-box. As I mentioned before, all HP printers ship with
cartridges included. In some cases of very low end ($39) printers they may
include only a color cartridge and make the black cartridge optional. The
"What's in the box" section at
http://h10010.www1.hp.com/wwpc/us/en/sm/WF06a/18972-236251-236261-14438-f51-357210.html
says both the black and color cartridges are included. How much of a discount
from list did they give for the no-cartridge printers?
