And the award goes to.....

<Rips open gold envelope>

A Government website that offers travel advice on making journeys by public
transport.

Of course we can gloss over the fact that it's so crap that it suggests
journeys of hundreds of miles for places that are walking distance apart.
And we needn't concern ourselves with some of the site's advice which
requires the user to walk on water.

The reason the project won this accolade? It was the only project to be
completed, make it to trial and then remain in service (i.e. hadn't
crashed).

Maybe we need not be so worried about the ID card database after all.
