All color scanners can scan in black and white (even if you manage to find
one that doesn't, converting the color image you obtain to grayscale or b/w
is almost equivalent to scanning in b/w to begin with).
I think the paper format you mention is basically A4, so any desktop scanner
will be able to take it.
Basically, I think any cheap scanner will do the job you require. Even
though you don't mention speed, I'd probably look for the fastest scanner
(without going too expensive for your likings, obviously) you can find,
since as far as I can see, speed is be the only real requirement you might
have, as resolution, bit depth etc. don't really matter that much for your
purposes -- or rather, *every* scanner you will currently find on the
market is going to have more than the resolution you need.
Just keep in mind that you might have to get a decent OCR program, if you
plan to convert documents you scan into PDF, without simply leaving every
page as an image.
