Confused about live video |

Can someone please help me - I'm confused! I want to do live video
with family members - the kids want to see and talk to their
grandparents and vice versa. My parents and I both have XP machines,
both have broadband. A few specific questions:
1) I read that instant messaging is often used to convey video over the
web. What role does instant messaging play? Is it only used to set up
the call? Can it handle audio as well as video, or do you literally
have to sit there and *watch* people type messages to you? Neither my
kids nor my parents are any good at typing, so if the call is video
plus typing, it won't work.
2) Is there a way to set up a call without using IM?
3) Can anyone recommend hardware/software to accomplish such?
Preferrably not too expensive - I don't care about having super high
quality video - so long as it's reasonably clear it's fine.
