I am looking for a Windows program that I can use with any standard USB
camera (such as Intel, Logitech, etc..) where it only turns on the
recording of video when there is motion.

I know such a thing exists, but I do not know of what company creates
software like this.

I don't care if it's shareware or a commercial product. I will
consider any options out there.

Basically, I have a USB camera that I use to watch over a secure room,
and I don't need the camera to record all the time, only when there is
motion in the room.

The way software like this usually works is simply taking a picture
every few seconds, and if the picture changes from the last picture,
then the camera turns on and records until movement stops.

I use Pryme for my webcams.
Philips and Logitech.

Its free and good program.
I use it to make snapshots on movement, and send them to a mailadres.

There are bunch of programs that can do the job you want, but you need
to pay an attention to the following:

1. Performance/Price ratio;
2. If the program is stable enough when it's running days and weeks;
3. How much the system resources the program uses when it's doing
motion detection and recording?
